Parish Council Minutes

 

 Little Bentley Parish Council Meeting 6/07/08

 

 A Parish Council meeting was held in the Church Hall on Wednesday 12 March 2008.  Councillors Evans, Dyson, Palmer-Tomkinson and Crittenden were present along with County Councillor Candy and two members of the public.  Apologies were received from Councillor Richardson and District Councillor Gugliemi.

 

 Minutes and Matters Arising

 

1.1     The minutes of the previous meeting (5/07/08) were approved and signed.

 

1.2     It was noted that the application for the polo club had been approved.  It was agreed that Cllr. Dyson would contact Fred Robinson, the applicant, concerning arranging a meeting to discuss the route of the footpath.

 

 Highways

 

2.1     ECC Highways representatives came to Little Bentley to discuss with Parish Council members how the poor conditions of the verge on Rectory Road could be addressed.  The narrow road is seeing increased use by lorries, buses and farm machinery, and vehicles are damaging the verge when they pass each other by.  It was agreed to investigate the possibility of re-routing the school and public buses down Manningtree Road/Harwich Road to reduce some of the large vehicle traffic. At the meeting, kerbing of Bennetts Green was also discussed.The work will be carried out later in the year.

 

2.2     The Parish Council confirmed preferred locations for horse and rider warning signs which are to be added to existing signs on Rectory, Manningtree and Tendring Roads following a request from the Parish Council.

 

2.3     The Clerk agreed to contact Highways regarding the need to repair potholes on the road outside the Church Hall.

 

 

  1. Planning

     

3.1     Horsley Cross Update- The inquiry on the employment proposal for the Horsley Cross junction will open on 22 July.  Tendring District Council will re-consider the proposal at its 27 March meeting on the basis that a new Local Plan has now come into effect, although the new Local Plan, like the previous one, does not provide for an employment location at Horsley Cross. It was agreed that the Clerk would re-send the Council’s previous objection for Committee consideration.

 

3.2     Planning Applications

 

Applications to note which had been approved since the last meeting:

 

07/02001/FUL – Erection of 1 no. two storey detached dwellings and detached garage/stable building (following demolition of existing dwelling.  Change of use of land to domestic cartilage. – Crabtree Cottage, Colchester Road

08/00044/FUL – Retention of conservatory, 2 New Cottages, Tendring Road

Applications for discussion:

 

07/01984/FUL – Conversion and alteration of agricultural buildings to B1 and B2 use.  Construction of new vehicular access, Hall Farm, Church Road – The applicant, Hugh Cobbald, attended the meeting and presented his proposal.  No objections to the scheme were made, although it was agreed to contact Highways regarding the extension of the 40 mph limit along Church Road to address the issue of increased traffic and safety. 

 

08/00303/FUL- Erection of single storey side and rear extension, and erection of first floor rear extension (following demolition of existing garage/workshop) – Potters, Rectory Road – No objections were made to the ground floor extension, but objection was made to the first floor extension which was considered to affect the neighbour’s amenity and could set an undesirable precedent.

 

08/00039/FUL - Retention of single storey hay store, permanent siting of 2 no. single storey field shelters and provision concrete floor, and external concrete hardstanding, Drummer, Little Bentley Road, Tendring – No comment

 

07/02032/FUL – Change of use of redundant farm building to storage and distribution (B8), Clip Hedge Barn, Harwich Road- Application withdrawn (Council had sent letter of objection).

 

Oak Tree Manor – An application for a secure facility had been resubmitted and was due to be heard at the 27th March Planning Committee.  The Council agreed to re-submit their previous letter of objection.

 

 Best Kept Village Competition

 

It was agreed to enter the competition

 

 Litter Pick

 

It was agreed to hold the annual litter pick on Saturday 5 April, with coffee at the Bricklayers at 11:00.

 

 Mower

 

Cllr. Evans had obtained 3 quotes for a new mower.  It was agreed to go ahead with the purchase from GB Tractors.

 

 7.      Village Green

 

The sign and its support will be repaired and repainted.  It was agreed to pursue with the pub the removal of the barrels being used as planters on the green since they are falling apart.
